Cannon County VINE Release Coverage
Tennessee calls its county-jail service Tennessee Statewide Automated Victim Information and Notification, or TN SAVIN. The Tennessee Sheriffs' Association states that all 95 sheriffs participate. The free and confidential service can report a county inmate's release, transfer, or escape. Cannon County does not publish its own online jail roster or recent-release feed, which makes this statewide notification route useful for tracking a particular custody record.
TDOC has a separate VINE feed for people in state correctional custody. It covers events such as location, transfer, sentence expiration, release, and parole eligibility. A former Cannon County detainee belongs in that state feed only after entering TDOC custody. A person with only a Cannon County pretrial or misdemeanor jail stay may never appear in TDOC's felony system.

For a Cannon jail case, ask the Sheriff's Office whether the exit was to the community or to another authority. The local release entry can supply the date, reason, disposition, and destination when those fields exist. A court order can explain legal authority, but the jail record is better proof of when the physical move occurred.
For a state felony offender, compare the VINE event with TDOC FOIL. Parole status shows that incarceration ended while supervision continues. Inactive is consistent with no active TDOC custody or supervision, though it does not identify the precise discharge mechanism.
Register Cannon County Release Alerts
After locating the correct record, register through the channels offered for it. Tennessee materials describe telephone, text, email, in-app, and TTY options. An unanswered phone call may produce a message and repeated calls until the PIN is entered or for up to 24 hours. Registration is confidential, and Tennessee's material says the offender is not told who registered. VINE still should not be the only safety or verification plan.

Cannon County SAVIN Access Channels
TN SAVIN is available online, through the VINELink app, by phone at 1-888-868-4631, and by TTY at 1-866-847-1298. These are statewide channels, not a Cannon County Sheriff app. The official Cannon County channel review found no Sheriff mobile application, public roster, or release-focused social feed on the Cannon County Sheriff's Office service page. Sheriff Darrell Young's office remains the Cannon County custodian. A commercial jail directory should not be presented as an official substitute.
The absence of a county web roster also means there is no dependable “person disappeared from the list” test. A Cannon County VINE release event, a direct jail response, and the court disposition are stronger routes. Cannon County Release Event Chain

A Cannon County release should be checked against the jail's release or transfer entry. A TDOC event should be compared with FOIL's Supervision Status, Assigned Location, Sentence End Date, and active-sentence list. The receiving county or federal agency becomes the next source after a transfer.
The court record can explain why the Cannon County jail stay ended. The Cannon County Circuit Court Clerk handles final dispositions in both General Sessions criminal and Circuit criminal matters. A judgment, dismissal, bond order, probation order, or sentence entry gives the legal action, though it may not contain the jail's exact exit time. Cannon County Phone Alert Details
Tennessee's brochure gives phone alerts a special acknowledgment process. If a call is not answered, VINE may leave a message and keep trying until the four-digit PIN is entered or the repeat period ends. The PIN tells the system that the registered person received the notice. It does not unlock an offender record, and it should not be shared.
Email registration does not use the phone PIN. Text, app, TTY, and email options depend on what the record offers at registration. Using more than one available route can reduce the chance that a changed number or filtered message prevents notice. Contact details must be updated in the registration itself.
TN SAVIN warns against relying on the service alone. A delayed message or missed call does not reverse the agency's underlying action. Likewise, an alert is not a substitute for an urgent safety plan. Confirm the event with the agency and use appropriate local services when immediate safety is at issue.
Cannon County State VINE Records
TDOC introduced its VINE service for state correctional custody in 2021. The state directs users to choose Tennessee, search by offender name or offender ID, and register through the offered phone, email, TTY, or text methods. The notifications complement written notices about location, transfer, sentence expiration, release, and parole eligibility.
Those event types should remain separate. Parole eligibility means the statutory point for possible consideration. It does not show that the Board granted parole or that a release plan was approved. Sentence expiration also may lead to mandatory reentry supervision for a qualifying case. FOIL is the better companion record because its current status and date fields show whether state incarceration, parole, probation, or inactive status is being reported.
A TDOC VINE result says nothing about a county-only stay when the person never entered the state felony system. In that case, return to TN SAVIN, the Cannon County Sheriff, and the court file. Using the correct branch avoids treating a missing state result as proof that no Cannon County release occurred.
Confirm Cannon County VINE Releases
VINE does not cover all systems. A federal BOP or USMS case requires the relevant federal locator, court record, or records request. ICE's detainee locator covers current detainees and people released from ICE custody within its recent window. None of those records appears in VINELink simply because the person passed through Cannon County.
Timing also matters. A just-entered or just-completed event can lag the source agency's action.
